AID367TO1400003 / AIDEDHI000800027 - THE GHAR GHAR MAA SWASTHYA (GGMS)/HEALTHY HOMES PROGRAM UNDER CRS SOCIALLY MARKETS AND DISTRIBUTES HEALTH PRODUCTS THROUGHOUT NEPAL S SEVENTY-FIVE DISTRICTS. BASED ON A BUSINESS PLAN APPROVED BY USAID/NEPAL IN DECEMBER 2013, IT IS THE INTENTION OF CRS TO ESTABLISH AND OPERATE A CENTRAL WAREHOUSE WITH REGIONAL OFFICE TO BE LOCATED IN HETAUDA, MAKWANPUR DISTRICT. THE PURPOSE OF THIS CONSTRUCTION IS TO HELP CRS TO IMPROVE SERVICE DELIVERY AND COST EFFECTIVENESS BY SHORTENING TRANSPORTATION, WHICH IS OTHERWISE COMING INTO AND OUT OF KATHMANDU, AS WELL AS BY REDUCING HIGH KATHMANDU STORAGE COSTS. THE CONSTRUCTION PHASE IS ENVISIONED TO REQUIRE EIGHTEEN MONTHS. THE HETAUDA CENTRAL WAREHOUSE WILL BE DESIGNED AND FULLY SUPERVISED UNDER THE A&E IDIQ EDH-I-00-08 WITH A SUB-CONTRACT TO A LOCAL A&E FIRM WITH A CONSTRUCTION CONTRACT TO A SEPARATE, NATIONALLY REGISTERED NEPALI CONSTRUCTION FIRM. THIS DESIGN/SUPERVISION PROCESS IS BEING FOLLOWED TO ASSURE MEETING THE CONDITIONS OF THE WAIVER OBTAINED FOR THIS GREATER THAN $500,000 CONSTRUCTION PROJECT. THE MISSION WILL HIRE A SEPARATE USAID SITE ENGINEER WHO WILL ASSURE THAT DRAWINGS, SPECIFICATIONS, AND IMPLEMENTATION OF ANY ENVIRONMENTAL MITIGATION MEASURES ARE FOLLOWED AT THE HETAUDA SITE. THE ADDITIONAL GGMS CONSTRUCTION OUTPUTS WILL CONSIST OF A NEW FULLY FUNCTIONING WAREHOUSE WITH EQUIPMENT, INCLUSIVE OF: I. APPROACH ROADS, OPERATIONS YARD, BOUNDARY WALLS, SECURITY SYSTEM, AND SITE DRAINAGE II. ON-SITE SANITATION AND SOLID WASTE MANAGEMENT III. POWER AND LIGHTING FOR THE BUILDING AND SITE, WITH GENERATOR BACK-UP AND PHOTOVOLTAIC, AS FEASIBLE IV. WATER SUPPLY SYSTEM, INCLUDING INTAKE, STORAGE AND RAINWATER COLLECTION SYSTEM, AS FEASIBLE V. APPROPRIATE HEATING, VENTILATION AND AIR CONDITIONING VI. TELECOMMUNICATIONS VII. BUILDING INFRASTRUCTURE CRS CURRENTLY RECEIVES ITS PRODUCTS FROM INDIA AND TRANSPORTS THOSE PRODUCTS FROM INDIA VIA LAND TO THE WAREHOUSE IT RENTS IN NEPAL S CAPITAL, KATHMANDU. IT THEN REPACKAGES THOSE PRODUCTS AND TRANSPORTS A LARGE PORTION OF THESE COMMODITIES FROM KATHMANDU BACK TOWARDS INDIA TO THE EAST-WEST HIGHWAY THAT STRETCHES ACROSS NEPAL FOR DISTRIBUTION TO MOST OF THE 75 DISTRICTS COVERED BY CRS S MARKETING AND SALES NETWORKS. HETAUDA IS CONVENIENTLY LOCATED WHERE THE SUPPLY ROAD FROM INDIA AND THE EAST-WEST HIGHWAY MEET. A WAREHOUSE (AND OFFICE SPACE) IN HETAUDA WOULD REDUCE THE COST OF SHIPPING EACH PRODUCT UP TO AND BACK DOWN FROM THE EXISTING STORAGE FACILITY IN KATHMANDU, AS WELL AS GREATLY REDUCING THE KATHMANDU STORAGE COSTS. BUILDING A WAREHOUSE IN HETAUDA WOULD ALSO ELIMINATE THE COST OF THE OFFICE CURRENTLY RENTED IN BHARATPUR. THE CONSTRUCTION OF THE CENTRAL WAREHOUSE WOULD INCREASE OPERATIONAL AND COST EFFICIENCY AND REDUCE ENVIRONMENTAL IMPACTS THROUGH THE REDUCTION OF TRANSPORTATION OF ALL COMMODITIES UP TO KATHMANDU. IT IS ESTIMATED THAT THE HETAUDA WAREHOUSE AND CO-LOCATED REGIONAL OFFICE, AT TOTAL 1,860SM, WILL COST APPROXIMATELY $ 789,474, EXCLUDING THE COST OF THE LAND.
